Last March, the Office of Federal Contract Compliance Programs (OFCCP) introduced the Mega Construction Project Program (Megaproject Program) to support equal employment on large federal construction projects. Federal contractors in the program receive on-the-ground assistance to strengthen their hiring, recruitment, and employment practices. The agency also helps contractors broaden the pool of qualified construction trades workers available. To be eligible for Megaproject designation, the federal and federally assisted construction project must be valued at $35 million or more and be expected to last more than one year.
The OFCCP designates participating Megaprojects. The new FAQs summarize the designation methodology and provide details in the linked resources. Contractors receive pre-bid notice in the bid solicitation and notice of funding that participation in the Megaproject Program will be required if a project is or becomes designated as a participating Megaproject.
Businesses awarded a contract or subcontract on a designated Megaproject must participate in the program.
Key players in Megaproject Program include OFCCP representatives, the agency funding the construction project, the prime contractor and subcontractors, representatives from various recruitment sources, community organizations, apprenticeship programs, and other Department of Labor agencies. Contractors and subcontractors commit time and resources to the program and receive ongoing oversight of progress.
